The Municipality of Ferrara has a strategic goal of reducing waste by acting mainly on prevention, reuse and recycling. The idea was to create the conditions for a circular economy district based on locally produced waste. The approach was collaborative, though public-privat partnerships involving waste operators, small reuse and recycling platforms, artisans and SME's engaged in the development of materials and manufacturing.

 

 


The primary objective of LOWaste is to decrease the local production of waste through the development of a market for recycled products. The project aims to act both on the supply side, creating the conditions necessary to intercept and exploit the materials that can be reused, recycled and put back on the market, and on the demand side, supporting GPP and promoting green buying by citizens, cooperatives and companies.
The project operates both on the supply side, by creating the conditions to intercept and give value to materials that can be reused and/or recycled and then put back in the market, and on the demand side, by promoting GPP – Green Public Procurement, and by finding instruments to boost “Green” purchasing.
 
LOWaste develops through several major phases ranging from the analysis and selection of the sectors of waste in the area, the involvement of all stakeholders, dissemination of the objectives and the project template. These are divided into:
Management
Manage and coordinate all the organizations involved and ensure proper development of the project.
Monitor the timing and results.
Evaluate, through an external audit, the progress and results of the project.
Create a local network with other LIFE projects.
Preparatory actions
Analyze waste life cycle – stages, actors and skills – and select the categories of waste considered more suitable for recycling and reuse.
Studying law – national and regional – to find out how to intervene in the process of disposing of waste for recycling and reuse.
Compilation of best practices of local, national and international regulations.
Analyze the local market and stakeholders to find ways to trade in recycled products.
Define the innovative tools and quality standards required.
Implementation
Homogenize the partners’ knowledge through training sessions.
Improve the quality of the materials through the capacity to recycle and re-use by social cooperatives.
Giving visibility, communicate and disseminate locally made products.
Create agreements and protocols to insert the products in the local market through two main channels: GPP for local and green buying by private consumers               (companies, cooperatives,etc.).
Communication and dissemination
Implement the guidelines of the project.
Communicate and disseminate the project locally, nationally and internationally, through workshops, conferences, events, information campaigns.
 
Pilot projects
 
Reuse hospital textile
One of the LOWaste projects envisions a future for the reuse of the operatig room technical textiles to produce gadget for fairs, bags, cases and pouches, furniture, technical clothing. 
 
Reuse aggregates from demolition 
This project reuses the materials resulting from the demolition and construction of buildings to produce road foundations fills or panels for cladding facades.
